Role Energie Beheer Nederland (EBN)
Through our projects and partnerships, we contribute to both today’s and tomorrow’s energy supply of the Netherlands. In doing so, Energie Beheer Nederland (EBN) represents the public interest and, from this position, helps drive the development of an integrated and sustainable energy system.
EBN works together with businesses, local and regional governments and knowledge institutions to help build an energy system that is reliable, affordable and sustainable. As a publicly owned energy company, we invest in energy projects, develop and share knowledge, and help bring new solutions to market. We do this in the fields of energy security, sustainable heat, and CO₂ transport and storage. Through our public role, we connect government, industry and society to help future-proof the Netherlands’ energy supply.
As a publicly owned energy company, we occupy a unique position between government, market and society. This enables us to support projects that are important to the Netherlands but are often too large or too complex for a single organisation to deliver alone. Depending on the project, we act as an investor, participant, operator, knowledge partner or policy adviser.

CO₂ Transport- & Storage Projects
Not all CO₂ emissions can be eliminated immediately. That is why carbon capture and storage (CCS) is an important step towards a climate-neutral energy system. EBN works with public and private partners on the development of CO₂ transport and storage infrastructure. In doing so, we draw on the expertise the Netherlands has built up in the offshore sector and make use of existing infrastructure in the North Sea. Through projects such as Porthos and Aramis, we contribute as an investor, developer and knowledge partner. In this way, we are helping to build a new industry that is essential for achieving the Netherlands’ climate goals.
Energy Security Projects
A secure and reliable energy supply is essential for households, businesses and public services. That is why EBN contributes to the Netherlands’ energy security. We participate in projects for the production of Dutch natural gas from small fields, both onshore and offshore, and play an important role in ensuring the availability of gas storage facilities. In doing so, we help ensure that energy remains available when the Netherlands needs it. We also bring together expertise and stakeholders to help future-proof the energy system. This allows us to contribute not only to today’s energy supply, but also to a resilient energy system for the decades ahead.
Heat Transition Projects
Heat demand accounts for more than 40% of total energy consumption in the Netherlands. Decarbonising heat is therefore a key part of the energy transition. EBN helps accelerate the heat transition by investing in geothermal energy, developing knowledge of the subsurface, and enabling new heat projects together with partners. Through the National Heat Investor (Nationale Deelneming Warmte – NDW), we work with municipalities, provinces, network operators and other partners to develop reliable and affordable heat supplies for households and businesses.
