Haags Warmtebedrijf

This project is being developed by the National Heat Investor (Nationale Deelneming Warmte – NDW), currently operating under Energie Beheer Nederland (EBN), in collaboration with various public sector partners.

The Hague aims to phase out natural gas by 2050 at the latest. For most of the city, district heating are the best alternative to natural gas. A public heat company can significantly accelerate the transition of existing buildings away from natural gas. It would also create the best opportunities to use local sustainable sources such as geothermal and aquathermal energy, as well as residual heat from the Port of Rotterdam.

For these reasons, the Municipality of The Hague, Stedin/NetVerder and NDW are exploring the establishment of a dedicated heat company: Haags Warmtebedrijf. Through this company, the partners aim in the Municipality to:

  • deliver 24,000 new heat-network connections by 2035, providing a springboard for further growth in subsequent years;
  • develop several district heating simultaneously across the city, complementing residents’ own initiatives;
  • and provide a reliable, affordable and sustainable heat supply for tenants, homeowners and businesses.

The partners intend to incorporate this new heat company in early 2027.
