Warmte Leidse Regio
This project is being developed by the National Heat Investor (Nationale Deelneming Warmte – NDW), currently operating under Energie Beheer Nederland (EBN), in collaboration with various public sector partners.
The six municipalities in the Leiden region aim to phase out natural gas by 2050. A regional heat network has an important part to play in achieving this ambition. Around 10,000 households in Leiden, Leiderdorp and Oegstgeest are already connected to a heat network. In the future, a public heat company will develop the heat network and supply heat, potentially serving around 100,000 households and businesses.
On 2 March 2026, the partners in Warmte Leidse Regio converted the existing letter of intent into a cooperation agreement. Under this agreement, the plans for the public heat company will be developed further and the key issues examined in more detail. An important next step is to prepare a business plan setting out how the heat company will be organised and financed. Once the municipalities, NDW and Alliander have approved the business plan and the required funding, the heat company can be established. This is expected to take place in 2027.
