Geothermal Knowledge Programme
Through the Geothermal Knowledge Programme, Energy Beheer Nederland (EBN) helps to develop, share and preserve knowledge about geothermal energy. By doing so, EBN supports the faster and more effective development of geothermal energy projects.
Through this knowledge programme, EBN fulfils its knowledge role under the Dutch Mining Act 2023. The programme is supported by a team of dedicated experts and is structured around the five programme areas outlined below. In addition to its own knowledge programme, EBN also participates in sector-wide research and innovation initiatives.
Who is the Geothermal Knowledge Programme for?
The Geothermal Knowledge Programme is intended for all professionals involved in geothermal energy projects. Its primary audience includes the following stakeholders within the heat value chain:
- The national government
- Decentralised authorities, such as municipalities, provinces, RES regions and water authorities
- Project developers and operators, including licence holders, heat companies, contractors and consultants
- Knowledge institutions, such as universities and research organisations
The programme may also be relevant to other audiences. These include opinion leaders who influence public perceptions of geothermal energy, as well as end users and local residents seeking more in-depth information.

Programme Area: Heat Demand & Local Context
This programme area explores how geothermal energy can meet the heat demand of different regions. We analyse which areas offer the greatest potential for geothermal development, how geothermal energy can be incorporated into municipal heat plans, and which combinations of heat sources work most effectively.

Programme Area: Technology & Safety
Within this programme area, we develop technical standards and best practices for the design and construction of geothermal wells. We gather and share knowledge on Health, Safety & Environment (HSE), risk management and emerging technologies. We also develop knowledge products that help communicate the risks, benefits and costs of geothermal energy in a clear and transparent way.

This programme area brings together knowledge on effective organisational models, process standardisation and collaboration in multidisciplinary teams. Examples include models for value chain collaboration and lessons learned from previous geothermal projects.

This programme area provides knowledge and insights to support the development of robust business cases for geothermal energy projects. We also help improve risk assessment and identify opportunities to reduce costs. Programme Area: Policy, Legislation & Regulation
This programme area provides knowledge and guidance on permitting procedures, the implementation of the Dutch Mining Act 2023, and relevant subsidy schemes and support mechanisms. We also develop practical guidance and explanatory materials to help make procedures more predictable, transparent and efficient.
