Public Heat Company for the Leiden Region Moves Forward
The National Heat Investor (Nationale Deelneming Warmte -NDW), a subsidiary of EBN together with the municipalities of Katwijk, Leiden, Leiderdorp, Oegstgeest, Voorschoten and Zoeterwoude and network operator Alliander, has signed a cooperation agreement. In this agreement, the parties commit to working towards the establishment of a regional public heat company.
The company is expected to be established in 2027. The signing of the cooperation agreement marks NDW’s first official action since its designation as the National Heat Participation Company. With this step, NDW converts the first of six letters of intent signed in 2025 into a formal cooperation agreement.
Working together towards a future without natural gas
The Leiden region aims to phase out the use of natural gas by 2050. A regional district heating network will play an important role in achieving this ambition. The future public heat company will be responsible for developing the district heating network and supplying heat across the six municipalities. Potentially, around 100,000 households and businesses could make use of the services provided by the new heat company.
Start of the development phase
The signing of the cooperation agreement marks the start of the so-called development phase. During this phase, plans for the public heat company will be further elaborated and key issues will be examined in more detail.
An important milestone is the preparation of a business plan. This plan will set out how the heat company will be organised and financed. Following approval of the business plan by the municipalities, NDW and Alliander, and subject to the availability of the required financial resources, the heat company is expected to be established in 2027.
