Carbon Storage Dialogues

Since 2022, EBN has organised one to two expert-level events each year under the banner of the Carbon Storage Dialogues. These events explore a wide range of topics and challenges that need to be addressed to enable the successful deployment of CO2 transport and storage.

#7 Progress through Persistence

The number of CCS projects continues to grow steadily. However, persistence is essential if we are to truly scale up while simultaneously building an entirely new market. For that reason, the theme of the seventh edition of the Carbon Storage Dialogues on 28 May 2026 was “Progress through Persistence”.

The technology is available, significant progress is being made across both new and existing projects, infrastructure is being developed, and major investments are being committed. At the same time, the sector is confronted with uncertainty, fragmentation and financial risks. This results in a market in which taking concrete steps is challenging, particularly for those aiming to lead the way.

Experts from across the value chain, both nationally and internationally, shared their insights on the steps that still need to be taken and how these challenges can be addressed collectively. A key takeaway was the need for clear enabling conditions, including investment certainty, stable policy frameworks and coordination at the European level.

The central message of the day was clear: progress is achieved not through rapid breakthroughs, but through persistence, collaboration and the step-by-step development of a new industry.

Speakers included representatives from the University of Oxford, the European Parliament, Porthos, Aramis, Air Liquide, Uniper, AEB Amsterdam, Lhoist, ONE-Dyas, Siemens Energy, SCW Systems, the Dutch Ministry of Economic Affairs and Climate Policy, and EBN.

#6 Realising Industrial Carbon Management

For several years, the European Commission has been working intensively to stimulate and support the decarbonisation of industry. The Industrial Carbon Management Strategy encompasses technologies for the capture, transport, storage and utilisation of CO₂ from industry and power generation, as well as the removal of CO₂ from the atmosphere. In addition, the Net Zero Industry Act (NZIA) sets out specific actions and targets for CO₂ storage. CO₂ transport plays a crucial role in achieving these ambitions.

While the regulatory framework continues to evolve, CCS, CCU and CDR projects are progressing across Europe and in other regions around the world. These projects provide valuable experience and lessons on which future developments can build.

For this reason, the theme of the Carbon Storage Dialogues on 10 April 2025 was “Realising Industrial Carbon Management”. Together with speakers from the Netherlands and abroad, we discussed the work that still needs to be done to achieve successful carbon management, establish a European CO₂ transport network and maintain a competitive industrial sector. The relationship between CCS and carbon dioxide removal was also explored, including how these approaches complement one another.

Speakers included representatives from DG CLIMA of the European Commission, the Dutch Ministry of Climate Policy and Green Growth, Porthos, Greensand, Eni, CO2next, SLB Capturi, RWE, Microsoft and Oxford Net Zero.

#5 The Development of CCS in a Societal Context

Now that most of the technical and financial barriers have been overcome, the societal perspective on CCS is more relevant than ever. This is particularly important given that CCS is no longer viewed solely as a temporary solution for heavy industry. In combination with carbon dioxide removal, it can also deliver negative emissions over the longer term. For that reason, the theme of the fifth edition of the Carbon Storage Dialogues was “The Development of CCS in a Societal Context.”

#4 Ready to Scale Up?

The fourth edition of the Carbon Storage Dialogues, held on 12 October 2023, focused on the theme “Ready to Scale Up?”. Together with representatives from organisations including The Crown Estate, the Norwegian Ministry of Petroleum and Energy, Gasunie, Porthos, Aramis and Neptune, we explored how the implementation of large-scale CCS can be accelerated.
